Rhode Island imposes specific requirements on the purchase of handguns that go beyond federal law. Under RIGL 11-47-35[1], no person shall purchase a pistol or revolver without first obtaining a handgun safety certificate (commonly called a "Blue Card") from the Rhode Island Department of Environmental Management (DEM) or holding a valid License to Carry a Concealed Weapon (LCCW). The minimum age to purchase a handgun is 21.
Background Check Process
All handgun purchases require a background check conducted through the local police department or the Rhode Island State Police. The buyer must complete an application that is submitted to the law enforcement agency with jurisdiction over the buyer's residence. The application triggers a check through the National Instant Criminal Background Check System (NICS) as well as state records[1]. This process applies to purchases from both licensed dealers and private sellers.
Seven-Day Waiting Period
Rhode Island mandates a 7-day waiting period for all handgun purchases under RIGL 11-47-35[1]. The waiting period begins when the application is filed with the local police department or state police. The firearm may not be delivered until seven days have elapsed, even if the background check is completed sooner. LCCW holders are exempt from the handgun waiting period under § 11-47-35.1[4], which provides that the provisions of § 11-47-35 shall not apply to persons licensed under § 11-47-11 (local LCCW). LCCW holders are also exempt from the rifle and shotgun waiting period under § 11-47-35.2(c)[2].
No Registration Requirement
Rhode Island explicitly prohibits any state or municipal firearms registry. RIGL 11-47-41[3] states that no city, town, or municipality shall maintain a registry of firearms. This means that while a background check is required at the point of purchase, there is no ongoing registration obligation for the owner.
Blue Card Requirement
The DEM handgun safety certificate, obtained by passing a written examination on handgun safety, serves as proof that the buyer has basic knowledge of safe handgun handling. Buyers who already hold an LCCW are exempt from the Blue Card requirement, as the LCCW application process includes its own safety and competency evaluation. The Blue Card does not expire, though DEM may update the exam periodically.
