Concealed Carry Permits

Firearms Qualification Requirements (195/300 Score)
RIGL Section 11-47-15 requires all LCCW applicants to demonstrate proficiency with a handgun by completing a qualification course of fire. The standard requires a minimum score of 195 out of a possible 300 points, firing 30 rounds at 25 yards using the Army "L" qualification target. This requirement applies to both the local police chief track and the Attorney General track.
LCCW Renewal Process
Rhode Island LCCWs are valid for four years. RIGL Section 11-47-12 establishes a $40 renewal fee and requires requalification with the 195/300 firearms proficiency standard. The renewal process follows the same track (local police chief or Attorney General) as the original issuance.

Blue Card and Purchase Authorization

DEM Handgun Safety Course
The Rhode Island Department of Environmental Management (DEM) administers a 50-question written exam on handgun safety that is required for any person who wishes to purchase a handgun and does not hold a License to Carry a Concealed Weapon (LCCW). Upon passing the exam with a score of 80% (40 out of 50), the applicant receives a Blue Card (handgun safety certificate) that authorizes handgun purchases.

Dealer Licensing in Rhode Island (Section 11-47-38)
RIGL Sections 11-47-38 through 11-47-40 establish the requirements for obtaining and maintaining a Rhode Island firearms dealer license. Dealers must hold a federal firearms license, obtain a separate state license, maintain a register of all sales, and comply with reporting obligations to the state police and local authorities.
