Several 2026 bills would strengthen firearms restrictions already on the books in Rhode Island, targeting large-capacity magazines, extreme risk protection orders, and domestic violence provisions[1].

S2314: Increased LCM Penalties

Senate Bill 2314 (Sens. Raptakis, Famiglietti, Appollonio, and seven others) would change the penalty structure for illegal possession of large-capacity feeding devices (magazines holding more than 10 rounds). Currently, violations are misdemeanors. S2314 would create a felony tier system for repeat offenses, significantly increasing consequences for second and subsequent violations.

S3038: ERPO Expansion

Senate Bill 3038 (Sens. Patalano, Dimitri, Appollonio, and others), referred to committee on March 5, 2026, would revise the procedures for temporary extreme risk protection orders. The bill adds protective-custody and emergency-room evaluation requirements, expanding the tools available to petitioners and courts when seeking emergency firearm removal orders.

H7133: Domestic Violence Firearm Restrictions

House Bill 7133 (Reps. J. Lombardi, Hull, Sanchez, Cruz, Stewart) would establish specific firearm surrender procedures and access restrictions for respondents subject to domestic abuse protection orders. This builds on existing prohibitions by creating a more structured process for ensuring firearms are actually removed from respondents' possession[2].

All three bills are in their respective Judiciary Committees. S3038 is the most recently filed, having been introduced on March 5, 2026.
